I posted the following on Amerikanska a few weeks ago and meant to post it here as well. Just now getting around to it. Consequently his new passport arrived today, 2 weeks from the date we applied. So if anyone is worried about the time it takes, no need to be!
My son was issued a passport in the US in 1997. It expired late last year and we have a trip home planned in March of this year so we needed a new passport.
I went to thewww.usemb.seweb site and found the information and basically this is what happens.
First, you need a Swedish personbevis. You can go to www.rsv.se website and request this. Click on the section that says personbevis then on that page down a bit is another link that says personbevis. If you click on this it will let you select which type of personbevis you need. There are several different types. Check the one for "Pass". This is one that shows who the parents are, where the child was born, etc. It must be recent. I am not sure how recent, but since it takes only a day or two to get it in the mail after you ask for it on line I would do it no more than a week or so in advance.
Next, if both parents aren't able to be at the embassy then the absent parent needs to sign a statement saying that he/she gives the other parent permission to renew the passport. They have a form for this available on the web site but it can also be done just by writing a statement and signing it. A copy of the absent parent's ID should also be attached. Note: The child MUST be present.
The renewal usually costs 40 dollars. But if your child's current passport was issued somewhere other than the embassy in Stockholm then you have to pay the extra fee to have it signed in front of an official of the consulate. This fee is 30 dollars. You may pay in kronor and the amount depends on the current exchange rate. Today ours was 630sek. If you would like the passport mailed back to you by registered mail that is another 45 sek. Otherwise you will have to go back to the office to pick it up.
*****Consequently if you are renewing a passport for a child with a current/expired passport which WAS previously issued at the embassy in Stockholm then you can handle all of this by mail. Check the embassy website for more info on that process.*****
You will also need new passport photos. The embassy web site has a list of available photographers that can do American passport photos. But the prices range from 100sek and upwards. I used the photo booth at the embassy and paid 40sek. I was a bit wary doing this with a child, but I followed the directions, making sure the seat was adjusted high enough and they came out fine. If you do it there you will need change to put in the machine, it doesn't take bills. 5sek or 10sek pieces. Though if you get there and forget you will be able to get change at the window. These photo booths exist in other places in Stockholm, but the pictures have to be the sort that are 2 across and 2 down. They will not accept those that are in a strip of 4 straight down. Just a word of caution. The camera in the machine at the embassy clicks twice. So after the first flash be sure and sit still! I thought it was done so the bottom two pictures have my big head in it. Thankfully they only need two! Also be sure and do not cut these yourself. The clerk will cut and attach them to your form.
Be sure and take the child's current/expired passport and your own passport with you as well.
Once you have everything you need go to the American Embassy in Stockholm located at Dag Hammarskjölds Väg 31. The easiest way to get there by public transportation is to take bus 69 at Sergels Torg headed towards Blockshusudden. The stop is located right outside the T centralen subway station. The stop you want to get off at is called Ambassaderna.
You can only do this from 9am to 11am Monday thru Thursday. When you get to the embassy you must wait for a guard to clear you a scanner. Then you go to another building to your left, the security guard can direct you, and go up to window A or B and let them know what you need. You will be given a form to fill out. Give that back with all of your documents and your money to the clerk. You will have to wait a bit before they call you back up to sign the document in front of a Consular Officer. Once you sign it you are done!
They say it takes only 2 or 3 weeks to get it back. I will let you all know if that is a correct estimate.
